1. INTRODUCTION

These Byelaws are made, and may from time to time be repealed, by the Executive Committee, pursuant to the Rules of the Association. They are binding on all members of the Association as if they were part of the Rules themselves.

2. CONDUCT

(a) Members shall at all times conduct themselves in such a way as to uphold the good name and reputation of the Association.

(b)  Members shall not, either individually or acting in conjunction with others, make any statement or enter into any agreement likely to place the Association’s acquisition, tenure, protection or development of fisheries in jeopardy.

(c)  All disputes shall be settled by the Executive Committee whose decisions shall be final.

3. ELECTION OF MEMBERS

(a) Unless otherwise decided by the Executive Committee, either generally or in any particular case, applications for membership of the Association shall be made in writing, in such form and containing such details as the Executive Committee shall from time to time require, and accompanied by one copy of a passport photograph of the applicant.

(b) Every application for membership shall be considered by the Chairman and Secretary (or by such other members of the Executive Committee as they may any time appoint for the purpose) who may at their discretion either accept the application or reject it, without having to state any reason, or refer it to the Executive Committee for decision.

(c ) Upon election or admission to membership, and after payment of any applicable entrance fee and subscription, the member shall be issued with a membership ticket together with an identity card containing his passport photograph (to be provided with the application for membership).

4.     MEMBERSHIP

(a) Members must be in possession of valid membership tickets and duly authorised identity cards at all times whilst on Association waters.

(b)  Any person found fishing on Association waters and not in possession of a valid membership ticket may be liable to prosecution.

(c)  Any member, finding another person fishing on Association waters, should challenge that person and, upon producing his own membership ticket, demand to see proof of that person’s membership. Upon failure to comply with this request, the name and address of the trespasser and his vehicle registration number should, if possible, be noted and reported to the Secretary.

5. ACCESS TO WATERS

(a)  Membership entitles Members only to walk over land immediately adjoining Association waters. Access to Association waters must only be gained via the agreed access routes marked on the Association’s maps and members must use and close all gates where provided.

(b) Members must not wilfully do, and must at all times seek to avoid, damage to crops, fences or other property.

(c) Members must not take dogs onto Association waters. 

(d)  The Association’s car parking facilities are not to be used for sleeping purposes.

(e)  Motor vehicles are prohibited from entering the private road to Rhydygalfe Farm. 

(f) Parking is prohibited on the farmyard or on the lane leading to the farm on the Maesisaf waters (beat 7).

 6.    CONSERVATION 

(a)  Bag limits throughout the Association’s waters are as follows:

  • A rod limit of two and/or sea trout per 24-hour period (midday to midday; 6 per week; 12 per season.
  • To protect Whitling stocks, all sewin under 12 inches (measuring from the nose to the cleft of the tail) must be carefully returned to the river.
  • No sea trout to be killed after 31st August
  • A rod limit of one salmon (including grilse) per 24-hour period; 3 per week; 6 per season..

(b)  Between 1st June and 31st August, Spinning is prohibited between the hours of sunset and sunrise.

(c) Worm fishing is prohibited between the hours of sunset and sunrise.

(d) There is a ban on the sale of any rod-caught fish from Association Waters.

7.  FISHING REGULATIONS

(a)  No member shall stand closer than fifteen yards from the next fisherman on Association waters.

(b)  A limit of one hour is allowed to a Member in the event of another Member waiting to fish the same pool for salmon; and no angler shall remain in one position on the river bank for more than one hour when other members are waiting to fish. When night fishing for sewin the one hour limit includes waiting time

(c)  Members having odd-numbered tickets are entitled to fish particular beats from 12 mid-day on odd days to 12 mid-day on the following day. Even numbered tickets allow fishing from 12 mid-day on even days to 12 mid- day on the following day. This rule applies to:

  • the part of beat 8 known as Jacks Pool
  • all of beat 10, Cwmmackwith
  • ll of beat 13, Cilgwyn Estate waters (Rhydygalfe)
  • hat part of beat 13a, Tan-y-coed Fishing, known as Black Pool.

(d)  Fly fishing only is allowed on certain stretches of Association waters. This rule applies to:

  • the whole of beat 2, Cellan fishery

  • the whole of beat 3, Lletty Twppa fishery, on and between 1st June and 31st August.

  • beat 8 from Prysg Pool to Vickers run, but excluding Vickers Pool. (All baits permitted in Vickers Pool.)

(c)  Schoolchildren holding Trout Fishing tickets are limited to a line not exceeding 4 pounds breaking strain, hook sizes not exceeding size 8 and not more than one worm on a hook. When Spinning, no minnows or artificial baits longer than one and a half inches are to be used.

(f)   Float fishing is strictly prohibited throughout Association waters.

8. NIGHT-FISHING LOCATION FOR DISABLED ANGLERS

The stretch designated is the top pool at Tyrdref (beat 12), which has wheelchair access. To conserve fish stocks, disabled anglers worming there are being limited to a bag of two sewin in any 24-hour period and six sewin from this stretch in any week.
